The state’s financial data is based on the information provided by the state’s central accounting. The information is updated on a monthly basis.

In the report below, you can view the annual appropriations and their use for the entire central government and for specific administrative branches or accounting units. The report provides information for each year starting from 2013. The report features three tabs that list the same details from different points of view. The first tab presents the central government’s budgetary expenditures as a whole. In the drop-down menu, you can select the year and main title you would like to view. By default, the report contains the information for the latest available year and all the main titles in total. The top right corner of the report indicates the latest month included in the report. The reference information for the previous year always represents the entire year. The second tab Specifications of state budget expenses presents the budget and accumulation details by item. On the third tab State budget expenses by accounting unit, you can view the total budget and net accumulation by item for your desired accounting unit. On these two tabs, you can also examine the per-month accumulations for the selected year by clicking the Net accumulation per month.

In the report below, you can view the central government’s on-budget finances at the state level and by administrative branch or accounting unit. The operating principles for the budget correspond to the budget expense report above.

  • State expenses by type and income by type

    In the report below, you can view the expenses of government activities by type. The government operating expenses do not include transfer expenses. The operating cost report indicates the cost items into which the expenses of the central government’s own operations are divided.

    The report features three tabs that provide information on operating expenses at different levels of detail and from different points of view. In the drop-down menu, you can select the year and main title of revenues you would like to view. By default, the latest available year and all main titles in total are selected.

    On the second report tab Specifications of operational expenses , you can view the net accumulations of the selected account group by administrative branch. On the Operating expenses by administrative branch tab, you can view the net accumulations of the selected administrative branch’s accounting units by account group. On these tabs, the net accumulations can also be viewed on a per-month basis by clicking Net accumulation per month.

    In the report below, you can view the income of government activities by type. The figures do not include yields from payment transfers The operating principles for the operating income report correspond to the budget expense report above.

  • Payment transfer reports

    In the report below, you can view payment transfer expenses. In the drop-down menu, you can select the year and administrative branch for which to view payment transfer expenses. The payment transfer account types indicate the sector in which expenses have been paid – e.g. municipalities and households.

    On the second report tab Specifications of expenses from payment transfers , you can view costs in more detail by account type or administrative branch and examine monthly accumulations by clicking the table’s Expenses per month  button.

    In the report below, you can view yields from payment transfers. The basic functionalities of the report are the same as for the transfer expenses report.

  • Government off-budget finances

    The government’s off-budget funds are included in central government finances. Related reports will be added soon.

    The report below only contains the collective account receivable from the central government for off-budget government funds (LKP account 19580 Assets in state funds outside the budget included in the state treasury economy).

     

  • Central government acquisition costs and travel expenses

    The government’s acquisition costs and travel expenses are part of the central government’s overall expenditures. These are often an object of particular interest, which is why separate reports have been compiled of them.

    In the Government acquisition costs report, you can view the central government’s acquisition costs as a whole, by administrative branch or accounting unit or for the selected acquisition cost group only. You can view the information by administrative branch and by accounting unit on the first and second tab, respectively. The selection can be made in the drop-down menus in the left edge of the report. In the left edge of the report, you can also specify the time period as well as years and months you would like to view.
    You can display the information in a table view by clicking the Table view buttons provided by the diagrams. In the table view, you can display the individual commercial accounts of each acquisition group by clicking the + sign at the beginning of the row.

     

    In the report below, you can view the government travel expenses as a whole, by administrative branch or by accounting unit. The operating principles of the report are the same as for the acquisitions costs report above.

     

  • Monthly bulletins for central government finances

    The State Treasury publishes a monthly bulletin on central government finances. The monthly bulletin for central government finances reports the realisation of the state budget, and the state income, expenses, assets, liabilities and cash flow. It contains the balance calculation of central government finances, the government revenue and expenditure statement, the State’s balance sheet and the funds statement for central government finances, among other things.

  • Information on government finances in other services

    The Ministry of Finance maintains an online service in which you can examine the central government’s budget information for each year and the budget preparation process.

    The State Treasury manages Finland’s central government debt and related tasks. More details on debt management and statistics are available on the government debt website.

    The State Treasury manages and maintains the chart of accounts for central government. The State Treasury also maintains a schedule of budget accounts.  Both are available on the State Treasury website section ‘Stipulations and instructions’.

    The State Treasury has also begun to publish a chart of accounts for commercial accounting as a Power BI report. The report is available on the State Treasury website.

  • Net accumulations of central government finances

    In the report below, you can view the net accumulations of central government finances according to the desired search terms. The report is very diverse and requires an understanding of central government and the structure of government finances.

    The report lists all government on-budget earnings and expenses starting from 2010. By default, the report includes operating expense items since 2014. The hopper icon in the top right corner can be used to display filters that can be used to show all appropriations or other appropriations or, alternatively, revenue estimates only.You can also filter the view to show only the desired items or budget accounts. (Note! In the budget account menu, the transferred deferrable appropriation is listed as a separate item in contrast to the item menu.) The view can also be filtered by account category, account type and/or LKP account (i.e. commercial account).

    In the top menus, you can select the desired administrative branch, accounting unit and/or account group.
