Collective agreement documents

Collective agreement (VES/TES) documents are detailing collective agreements, decisions and relevant appendices specific to an administrative branch, agency or institution. The negotiating authorities (ministries and agencies) for the administrative branches publish the collective agreement documents on their websites.

On 1 October 2018, the employer’s personnel information system Tahti was moved to the Finnish Government Shared Services Centre for Finance and HR (Palkeet), which can provide instructions regarding entries to collective agreements and how to deliver the agreements to Palkeet.

The report below contains a collection of links to the collective agreement document pages of the negotiating authorities of the respective administrative branches.

Unfortunately, the report is currently only available in Finnish.

If a link to a document page is not available, you can enquire about the documents from the negotiating authority in question. The State Treasury cannot be held liable for the accuracy of the information on the document pages or the direct or indirect damage caused by using this information.

Documents may not be published without the consent of the relevant negotiating authority.

The Ministry of Finance maintains effective central-level collective agreements, ministry instructions, regulations and guidelines, and other key personnel administration documents on its website.


The Finnish Government Shared Services Centre for Finance and HR Palkeet is responsible for all details in the ‘Personnel information’ section, with the exception of the central government’s personnel report.
