Monthly Review for Central Government Finances on March 2023

Revenues according to the state’s budget accounting were 17.8 billion euros at the end of March, when net borrowing is not taken into account. Revenues increased by 2.6 billion euros from the previous year. Earned income and capital income tax revenues increased the most (€2.3 billion). The growth of these was partly influenced by the changes made to earned income taxation due to the welfare areas.

Expenditures according to the state’s budget accounting were 19.8 billion euros at the end of March, when the amounts carried over from previous years are not taken into account. Expenditures increased by 4.2 billion euros from the previous year. EUR 5.0 billion of the increase was due to funding paid to welfare areas.

At the beginning of the year, 20.1 billion euros were available from appropriations carried over from previous years, of which 1.9 billion euros had been used by the end of March (2022: 1.2 billion euros).
